ClearOS: better segmentation of web spaces (permissions, data storage, etc.)

• Database: Easier way to create database with most common use case: with a user with the same name as DB, with full access to this database, but to nothing else (And only for this web space)
• Standard location for non web accessible files so that Tiki uses this space when it detects it's on ClearOS. Ex: done in latest 7.x
